No in terms of specifics, CFW PS3s can use PS2 and PS1 ISO & BIN CUE files directly from the HDD to boot backups. non-BC PS3 with CFW or HEN can only play discs from PS1 of any region. TLDR: BC PS3 with CFW (maybe HEN too?) can play discs from PS2 and PS1 of any region.

The PS3 uses two specific Emulators for PSOne, one for Discs (lf) and another for PSOne Classics (PS1Net_Emu.self),the Net Emu is the one that is Region Free, mostly because the region lock is ignored via PSOne Classics Library, the other one uses Disc Based Emulation encoded into the Consoles Region, i believe the Cobra Payload also ignores this Region Encoding on CFW Machines via ISO, i am not sure if HEN can reproduce PlayStation Format Software via ISO, but if it can via Multiman, then Region Restriction is also ignored, which is the only way you will be able to reproduce NTSC PlayStation Software Format on a PAL Console, i know PlayStation2 Format Software must be converted to PS2Classics on HEN, but with PS1 its a straight dump on the HDD. You can try the Lid Swap Method, but i am unsure if it bypasses the Region Encoding on the PS3, i don't own a Super Slim anymore so i cant test in that regard, although I did try with PAL PSOne backups on a PAL Super Slim.
